Dear Friends and Neighbors,
A couple years ago, at a Ponderosa Sky Ranch Neighborhood Association Meeting (PSRNA), we appointed an ad hoc committee to look into and start proceedings to purchase the Ponderosa Sky Ranch Water System (PSRWS). At that time, we appointed Kathy Wilson, Vic Ciardi and Pat Allen to a Formation Committee to do this work. It was not an easy task; it involved a lot of work. They needed to find the necessary legal forms and the necessary sources of funding. In the Special Ballot sent by the County Elections Department on January 30th 2007, the community voted to Form the Water District and elected five Board members at the same time. Kathy Wilson, Jeffrey Tooker, Bob Mix, Pat Allen and Vic Ciardi were the new Board Members. Kathy Wilson, Vic Ciardi and Jeffrey Tooker were sworn into Office on February 13th 2007, Bob Mix and Pat Allen was sworn in on March 14th 2007.
On March 20th 2007, The Sky View County Water District (SVCWD) became a government entity. The Board decided to go ahead with the purchase discussion with John Richardson (Receiver) in May, and then a meeting was set for June to meet the Receiver for the formal ‘discussion of purchase’. The Formation Committee had met with the Receiver in August 2006 at which time the Receiver sent a copy of a ‘Purchase Agreement’ for our study. The Formation Committee was disbanded in July 2007 when the SVCWD opened its own checking account.
Then the real work started. A Civil Engineer was acquired to represent the SVCWD and has made several projections into the New Water System Building Plans. The Board has hired a company to assist in the acquisition of Grants and Loans that will be necessary for the purchase of PSRWS and the implementation of the plan of construction of the new water system.
The Board has been to many training classes, individually and as a group, to insure we know what, when, why and where we need to do the things that are necessary to operate the Water System. These classes have all been free to the Board.
The purpose of this letter is to let you know what has been done so far and to let you know who your representatives are, it is also a continued invitation to all of you to attend our meetings. There will be many items of discussion that will interest most all of you. There is a portion of the meetings to let the public express their opinions and have their questions answered. Please come. We need your input. We also need a representative from the community to serve with the Board members on the Boards special committee meetings.
Donations are critically needed to pay the debts accumulated to establish your community water district. Unfortunately, if funds are not raised, your water district will not be able to continue and no improvements will be made to the water system. Even the smallest donation is needed. Donations can be made to any of the Board members or mailed to the address in the letter head of this letter.
