BOARD MEETING AGENDA 

 

The next monthly meeting of the SVCWD Board of Directors will be 

August 6, 2010 at 7:00 PM and will be held at the Plum Valley Community Center in Paynes Creek; hope to see you there!

Any subject or concerns may be stated during the Open Forum/Public Comment  section of the agenda at any  regular or special meeting of the Board of Directors.

 If you would like the Board to take action regarding a subject or concern you are encouraged to submit the item to the President, at least one week before the next scheduled meeting.

The item will then be considered for the next available meeting  agenda and brought to the attention of the Board.

There will be a regular meeting of the Board of Directors on the first Friday of each month at 7:00 p.m.  Everyone is welcome, mark the date on your calendar.
Notice will be posted via e-mail to all who have requested updates, on the Community Bulletin Board near the mailboxes and on this website.
 
2007 Board of Directors Formation Report

The Sky View County Water District officially became a Public Agency on March 20, 2007.
Since that time, the Board of Directors have been meeting regularly to ensure the organizational structure of the District is both legally sound and enduring.

The Board has developed and approved Bylaws, an Emergency Response Plan, and a Policies and Procedures Manual to regulate the actions of the Board and provide guidelines in the future.
These are all ‘living’ documents that include provisions for change as the needs of the Community evolve.
 
Members of the Board have been attending various training and workshops to better serve the needs of the Water District and the Community.
These trainings are becoming to numerous to list here. If you would like a list of the training various Board members have attended, please contact Secretary, Jessica McCoy.
Board Members will attend additional training as it becomes available.

SVCWD {Sky View County Water District} is applying to various agencies to rehabilitate the existing water system and bring it into compliance with Safe Drinking Water Regulations. Establishing another water source/well and storage tank near Canyon View Loop is part of the planned compliance.
 
A Community Development Block Grant can assist qualified households with connecting to the new water system. The majority of the available grants require a community to meet income eligibility standards in order to qualify for funding.
 
Major Events & Activities
 On November 1, 2007 a Moratorium on new service connections was placed on the Ponderosa Sky Ranch Water System {PSRWS} by the Receiver which will be enforced until the system is sufficiently rehabilitated and new service connections can again be considered.
 
 December 11, 2007 , a Department of Water Resources Local Groundwater Assistance grant was applied for to fund preliminary studies and new water source feasibility. If the District does not qualify for this grant we have asked to be considered for a Capacity Building Grant.
*UPDATE Sept. 2009: The District did not qualify for this funding due to ownership issues and the size of our community.
 
 December 17, 2007, a pre-application was submitted to the USDA-Rural Development. This will be a grant/loan which will cover the costs of the Water System Improvement Project that are not covered by other grants and/or loans and can be used to consolidate the District's debts.
*UPDATE Sept. 2009. This pre- application is currently 'Active/Pending'; it is pending until ownership/escrow of the water system is final.
 
 January 11, 2008, application was submitted by PSRWS Receiver for SRF/Prop 50 funding to rehabilitate the existing water system.
 
 March 10, 2008, a request for training was submitted to the Small Water Systems Expense Reimbursement Grant Program that will allow RCAC to provide technical assistance to the SVCWD to develop an Operation Plan. A working Operation Plan is a requirement the SVCWD must have in place to qualify for funding through State & Federal agencies.
 
July 30, 2008 a Community Development Block Grant  (CDBG) was re-applied for through Tehama County to fund 'Water Source Feasibilty Study'. The application was the first  to be submitted for this funding cycle, making the chances VERY good the District will receive the funding necessary to conduct the Water Source Feasibility Study!
**NOTICE UPDATE: During the Spring 2009 funding cycle the SVCWD has received the CDBG Water Source Feasibility Study Funding Award. The grant will be administered through the County of Tehama, Planning Dept. The Report is expected to be available January 2010.
 
July 2009 the Sale/Transfer Application has been submitted to the CPUC [California Public Utilities Commission]. We are waiting to hear when the Commission will place our matter on their agenda for review. Upon approval it will be submitted to the Superior Court and a court date will be set.
*UPDATE Oct.19, 2009:The CPUC approved the sale/transfer of the PSRWS to the SVCWD.
